BURKINA FASO

TRANSITION PLAN FINALIZED, SECURITY IMPROVES

On 13 November, military officials and concerned factions including opposition groups, religious leaders and civil society, unanimously approved a transition plan to facilitate the transfer of power from the military to civilian authority. A number of humanitarian partners lost pre-positioned stocks - valued at USD$ 11.3 million - during the burning and pillaging of buildings that occurred in the height of the uprising. Restrictions on movement have been largely lifted and a curfew remains in place in the capital,
Ougadougou.

CAMEROON/NIGERIA

ACCESS RESTRICTIONS ON BORDER WITH NIGERIA

Following repeated attacks from Nigeria and Central African Republic (CAR), the Cameroonian military has stepped up military operations along the Nigerian and CAR borders. Humanitarian operations are on-going.

14 CHOLERA CASES IN REFUGEE CAMP ON BORDER WITH CAR

On 12 November, WHO raised the alarm following 14 cholera cases registered in two refugee camps at the border with the Central African Republic, in the first week of November. All infected persons are CAR refugees. WHO warned that preventative measures were needed in refugee camps, markets frequented by nomads in Cameroon and CAR, transit centers and nomadic encampments– in order to stem the spread of the disease.

CHAD

4,300 CHILDREN DISPLACED FROM CAR RETURN TO SCHOOL

As of 8 November, some 4,300 Chadian children recently returned from CAR were enrolled in schools located in transit sites, temporary camps and host communities in the south of Chad.

NIGERIA/NIGER

67 KILLED IN INSURGENT ATTACKS, THOUSANDS FLEE TO NIGER

On 10 November, a suicide bomber allegedly linked to insurgent group, Boko Haram, attacked a school in Potiscum (Yobe state), killing 46 students and injuring another 80 people. Boko Haram was also tied to the 9 November attack and taking of the city of Malam Fatori (Borno state). Whilst the number of persons displaced from Malam Fatori is unknown, reports indicate that thousands were witnessed fleeing the violence to neighbouring Bosso town and across the border into Niger, inter alia. Insurgents took Mubi town in neighbouring Adamawa state last week displacing upwards of 20,000 people. State authorities reported on 14 November that they have resumed control over Mubi.

REGIONAL/EBOLA: 14,098 CASES/5,160 DEATHS

EBOLA RELATED DEATHS EXCEED 5,000

WHO reports that as of 12 November, there are 14,098 Ebola cases (suspected, probable and confirmed) that have resulted in 5,160 deaths across eight countries. Case trends indicate a decrease in Liberia and Guinea, and rising rates in Sierra Leone.

4 CASES AND 4 DEATHS IN MALI

WHO reports that there are currently four cases and four deaths from Ebola in Mali– unrelated to the first confirmed case of the disease reported at end October.
